However, Drinkspiller, I recommend that next time you find a hacker or general rulebreaker, open OBS or another video recording software and record the hackers.
Then, you can proceed to post the video on some app or website and then provide significant proof or evidence of cheating or rulebreaking using the format specified by partydragen in his forum post...
I regret that he was not stopped, but this is a great learning oppertunity for you and next time he hacks, if he is hacking, I'm sure significant proof will be provided and a reasonable punishment given.
Please remember that before recording a hacker, attempt to /report them. If the player mentioned is not banned (characterized by immediately leaving the game) ask any staff (if there are any online) if they saw the report. If there are no staff online, then proceed to record the mentioned rule breaker.
