This is a tutorial on how to put pictures inside minecraft using ImageOnMap
Required Plugins: ImageOnMap
You can use WorldGuard to protect the maps from grief, here is my tutorial on it:

To create a map type /tomap <url>
For example if I wanted to make a map saying "AmazinglyJava is cool" I could do something like this:
/tomap https://i.imgur.com/artiDK2.png
Here is the result:</url>
A more practical use would be putting something like "Welcome to the server!" in your spawn, which we can do with:
/tomap https://i.imgur.com/KA2Pzii.png
Result:
Once you have made a map, you can find it in /maps

A: You can use any picture you like.
Q: What pictures were used in the examples of this post?
A: AmazinglyJava is cool: https://i.imgur.com/artiDK2.png

Q: How many pixels are there per map?
A: 128, I don't suggest having more than 1920x1920 (15 maps) as it can get a little laggy.
Q: What uses could I use the maps for?
A: Welcoming players, announcements, update changelogs, information, roleplaying, and just about anything!
Remember, you will be punished if you have inappropriate pictures on your server.
