Well we have already had the suggestion of PerWorldPlugins, and they were denied. This was due to the PlayerServer core plugin could be disabled, and then your whole server would function differently xd. PerWorldChat on the other hand, I don't see any issues with this myself, although a dev such as @Supercrafter100 will know :P
