Make it so bunkering with water with walls and roof and floor is not allowed its impossible to break a bunker with water all around and and super dont tell me you can YOU CANT

You damn sure can. Ive done it many times before. Can even show you how to do it. You don't need fancy cannons or anything. Just a good old sniper that pumps 100+ TNT in that wall
