I think an easy way to stop hackers is to improve the anti-cheat, how to do this I will explain.
If a player has been kicked more than 3 times by the anti-cheat and they are level 10 or under / are not verified in the discord / have not created an account on the website they should be temp-banned.
The anti-cheat has never kicked me once before and is mostly sturdy and reliable, if it starts false banning people, disable it. Also this is to stop people alt'ing / using a vpn and hacking again.
