Users can only make a message in here every X amount of hours.

#looking-for-staff (#lfs) will be in discord and I forgot to mention why this should be added, a lot of the time people will say looking for staff in #playerservers but within 1 hour or so people will start talking and people wont see your message anymore, this makes it hard for people to find staff.
