The problem is that your plugins get installed upon server boot up. However, say your on a vacation and just found out how to skript and want to start skripting, however the server does not have skript installed so you install it, but since your on a vacation you can't install it since you need to boot your server up.
A 1 hour cooldown could be added as to prevent people from constantly booting up a server so it gets 100% uptime, and the sole purpose is just to install plugins without having to connect using MC client

I don’t think this is a good idea seeing as you could just start your server and not get online. This would take unnecessary resources from the nodes.
There really isn’t a point in adding it as the servers really don’t take long to start with /join

Also why would you ever want to install plugins? If you can skript on vacation I’m suggesting you have a laptop with you so why not just join?

As super said, the nodes are expensive and shouldn't be used for servers which nobody is playing on.
